The short answer is yes. Having financial responsibility is commonly known as insurance. Insurance is required on all vehicles operated or parked on California roadways. You must carry evidence of insurance or financial responsibility in your vehicle at all times and it must be provided as specified here: requested by law enforcement, renewing vehicle registration and should the vehicle be involved in a traffic accident. Insurance companies in California are required by law (California Vehicle Code 209-537-7782 to electronically report private use vehicle insurance information to the DVM. The electronic reporting of insurance information to DMV took place in 2006. Law enforcement, the courts have electronic access to insurance status on DMV records.
